The Request

I requested emails send/received by James MacDonald, Deputy Treasurer at the Massachusetts Treasurer's Office. Specifically, I requested:

All emails (including attachments) sent by James MacDonald ([email protected]).

Limit the search to emails containing any of the following keywords: israelbonds "israel bond" "israel bonds"

Limit the search to emails dated from Oct 1, 2023 to the present date.

I requested communications with James MacDonald specifically because a previous request contained an email where he reached out to Israel Bonds.

The Response

MacDonald was not able to purchase the bonds as part of the Treasury's cash management:

We have heard from outside counsel and we are unable to do this type of investment. They did look at other states and found their laws a lot different.
