The email PDFs have a visual artifact that makes the text ugly. 🤷‍♂️

The Request

I made the following request to Massachusetts Pension Reserves Investment Management (MassPRIM):

Pursuant to the Massachusetts Public Records Law, I hereby request the following records:

All emails (including attachments) between any @mapension.com email address and any @IsraelBonds.com email address.

Time span: Aug 1, 2025 to present.

This request was a follow up to a request I found on MuckRock: Israel Bonds (Massachusetts Pension Reserves Investment Management Board).

Bump in the road

Initially, the records access officer (RAO) found no records matching my request (see the email thread linked above). Fortunately, I had set the time window for the search to overlap with the request I found on MuckRock. Based on that, I could see there were at least some records that should have matched the request. Following up with the RAO, it turns out there was an error made when the search was conducted.

I 100% believe the RAO was operating in good faith, I am only relaying the story here because it was a lesson. It's a good idea to structure your requests to overlap with records you already have.

Analysis

Matthew Liposky, Chief Investment Operating Officer at MassPRIM, reached out to Israel Bonds in December 2025: "PRIM has two bonds maturing on 2/1/2026, we'd like to re-up on 2/1/2026 with $5M each with similar terms if available."
