The Request

I made this request under the Massachusetts Public Records law. Both the Massachusetts and Federal FOIA laws apply to the Massachusetts National Guard, and I am unclear which records fall under which law.

Technical Note

Massachusetts National Guard provided five PDFs, three of which were portfolio PDFs containing multiple attachments. I created mang-israel-emails.pdf by extracting the attachments and concatenating everything together.

The Response

The most interesting tidbit in the response: Mass. National Guard was planning a trip to Israel for August 31 - September 5, 2026. This trip was ultimately canceled for unclear reasons.

Goals: reinforce the strategic partnership between the MA National Guard and the Israeli Home Front Command under the Bi-LateralAgreement. Assess how Israeli cyber defense concepts and whole of government approaches can enhance Massachusetts' ability to protect critical infrastructure and homeland defense. Identify future joint training opportunities and professional exchanges, Demonstrate Massachusetts commitment to internationalthat strengthen collective resilience.
